When SNAP Shrinks, Local Food Banks Step Up (But They Canโ€™t Do It Alone)

Across the U.S., food pantries are working overtime as grocery aid gets harder to keep.

More than five million people have lost SNAP benefits since the One Big Beautiful Bill passed last year.

And many of them are showing up at their neighborhood pantry.

What changed?

The 2025 law reshaped SNAP in several ways:

  • The age limit for work-requirement exemptions rose from 55 to 65, and more paperwork is now needed to stay enrolled.
  • States will soon cover 75% of administrative costs, up from roughly 50%.
  • The law is projected to cut about $186 billion in SNAP spending over the next decade.

The numbers behind the lines

Federal data show SNAP enrollment fell from 42.2 million in May 2025 to 36.6 million this May, a drop of more than 13%.

Arizona saw the steepest decline, with enrollment down 55% in a year.

Even people who stay enrolled may get much less, and one Virginia pantry director says some clients receive as little as $17 a month.

How local food banks are responding

Pantries are stretching to cover the gap, and the strain shows:

  • Virginia: Feed More reports a 20% rise in pantry visits over the past year.
  • Hanover, Virginia: Moments of Hope says client visits have doubled in two years, and its warehouse reserve shrank from two months of food to two weeks.
  • Albuquerque: Roadrunner Food Bank reports a massive jump in demand as aid cuts meet higher living costs.
  • Blue Ridge, Virginia: The food bank is buying more food to distribute, and that food costs more than it used to.

Communities are chipping in too.

Moments of Hope's director expects neighbors to help, noting that she has never run out of food.

In Illinois, Loaves & Fishes is asking more people to become monthly donors.

Some food banks have also ramped up donations to meet rising demand.

Why food banks can't replace SNAP

The math is hard to beat.

Feeding America estimates the cuts equal up to 9 billion lost meals a year, more than its whole network provided last year.

Feed More's CEO is blunt about the question of replacement.

He says food banks are meant to supplement SNAP, not stand in for it, and answers "absolutely not."

Pantries are also facing their own funding squeeze.

Northern Illinois Food Bank expected state support to drop 40% in fiscal 2026.

The other side of the debate

Supporters of the changes say they target misuse.

Republican lawmakers argue the changes fight fraud, waste and abuse, and President Trump says 2.4 million people have come off the rolls.

Food bank leaders counter that many clients are working.

Feed More says as many as 50 to 60 percent of the people using its food banks hold one to three jobs.

What's next

Feeding America says local food banks can help people check eligibility and apply for SNAP.

If you're in the U.S. and need help, your local food bank is a good first call. Those wanting to support one can follow the monthly-donor approach some pantries are asking for.
